TARIFF 2026
for pilotage services in the Gdańsk Seaport Water Region,
the Port of Elbląg and Zalew Wiślany
valid from 1 April 2026
1. Pilotage services tariffs are net amounts expressed in EURO (EUR) and are converted into the payment currency in accordance with the exchange rate table published by the Central Bank of the Republic of Poland (NBP), at the exchange rate applicable on the date preceding the completion of pilotage services.
2. Pilotage services tariffs are charged based on the volume of the vessel or unit calculated according to the following formula:
V = L x B x T
where the symbols stand for:
V- Volume of the vessel or unit, expressed in cubic meters,
L - Length overall of the vessel or unit, (LOA) expressed in meters and centimetres,
B - Maximum breadth of the vessel or unit, expressed in meters and centimetres
T - maximum summer draught of the vessel or unit, expressed in meters and centimetres.
3. The costs of operations related to the services performed pursuant to a resolution, order or recommendation of a state administration authority shall be borne by the party for whom the service was performed.
4. The data necessary to calculate volume referred to in pt 2 shall be determined based on International Tonnage Certificate - ITC69 or Certificate of Registry. If the data cannot be determined in the manner specified, the data contained in the Lloyd’s Register of Ships, shall be used.
5. If the cargo, part thereof or installations of any kind, on a piloted vessel or unit, project or extend beyond its outline, the volume calculation shall take into account the dimensions of the vessel or unit increased by the dimensions of such cargo or installations.
6. The amount of the tariff is specified in the Tables of Charges in pts 20 and 21 hereof, where:

The charges specified in 20. Table of Charges hereof refer to:
-
a single operation of pilotage of vessels or units in the Gdańsk Seaport Region.
-
a single operation of pilotage of vessels or units within the Port of Elbląg or within other port of Zalew Wiślany.

The charges specified in 21. Table of Charges hereof refer to a single operation of pilotage of vessels or units from the sea, through Nowy Świat or other part of Zalew Wiślany, to or from the Port of Elbląg or other ports of Zalew Wiślany or to or from the area of Zalew Wiślany.
7. The charge for pilotage services on vessels or units not having determined tonnage and/or dimension measurements and such as floating docks, offshore platforms or other structures not complying with the commonly accepted maritime trade conditions, shall be based on the individual agreement, depending on the type and size of the vessel or unit.
8. Waiting over 30 minutes on a vessel or unit readiness to commence manoeuvres, will be charged at EUR 105 for every 30 minutes commenced above initial 30 minutes.
9. Pilotage services cancellation charge, following pilot entry to the vessel or unit, is EUR 105.
10. For pilotage services rendered to:
-
passenger and cruise vessels, the charge with 25% discount will apply according to the Table of Charges (Pts 20 or 21 hereof) - this refers to vessels in commercial trade connected with passenger transportation.
-
ocean-going container vessels, the charge with 15% discount will apply according to the Table of Charges (Pt 20 hereof) - this refers to vessels in commercial trade connected with containers transportation.
11. For pilotage services rendered to vessels in the Port of Gdańsk, the Port of Elbląg or other ports of Zalew Wiślany, after completion of 12 pilot assisted port calls, within the subsequent months, a 25% discount may be awarded. The discounted charge, as awarded, will be calculated in the following months if the vessel uses the service continuously, and stops to be binding when it is revoked or:
- when the vessel fails to call 12 times at the same port within the next 12 months calculated from the last call at a given port.
- obtaining a pilotage exemption certificate (PEC) by the captain of the vessel. This discount is not applicable to vessels or units indicated in pt 17 of this Tariff.
12. For pilotage services rendered to vessels or units within the Port of Gdańsk or within the Port of Elbląg or within another port of Zalew Wiślany, the charge will apply according to the Table of Charges (Pt 20 hereof) with a surcharge of 10%.
13. For pilotage services from the so called “Old port” (Inner / Nowy Port) to Northern Port (Outer / Port Północny) or the other way around, and from the Śmiała Wisła to the Port of Gdańsk across the Gdańsk Bay Region the charge will apply according to the Table of Charges (Pt 20 hereof) with a surcharge of 50%.
14. For pilotage services rendered in full or in part in the shipyard region the charge will apply according to the Table of Charges (Pt 20 hereof) with a surcharge of 25%, apart from pilotage services from the roadstead (or to the roadstead):
- Nabrzeże Zdobywców Kołobrzegu (GSR) [Quayside]
- Nabrzeże Kaszubskie [Quayside]
- Nabrzeże Remontowe (GSR) [Quayside]
- Nabrzeże Czołowe (GSR) [Quayside]
15. For docking, undocking and launching of vessels and units the charge will apply according to the Table of Charges (Pt 20 hereof) with a surcharge of 50%.
16. For pilotage services rendered to the vessels and units
- without operational main engine or steering gear, the charge will apply according to the Table of Charges (Pts 20 or 21 hereof) with a surcharge of 25%, apart from pilotage services rendered to the vessels and units specified in Pt 7 hereof.
- to or from terminal on Martwa Wisła (TMW/MTP), the charge will apply according to the Table of Charges (Pt 20 hereof) with a surcharge of 25%.
17. For pilotage services rendered to vessels or units, by two pilots, at the request of the party by whom the service was requested, the shipowner or the state administration authority, or when it results from the regulations, or for any other reason, the charge will apply according to the Table of Charges (Pts 20 or 21 hereof) with a surcharge of 35%.
18. Pilotage assistance requiring activities beyond typical pilotage services, which are to bring a vessel or unit into a port or dock and to moor or unmoor and take out of the port or dock, shall be charged at EUR 410 per each hour (the charge for the commenced and not completed hour shall be calculated proportionally to its duration during that hour). The assistance referred to herein should be understood in particular as: tests of machinery or equipment requiring the piloted vessel or unit to stop, after its unmooring, when moving through the port canals, channel or waterway or outside their area or before mooring; stopping the piloted vessel or unit in order to change its ballast condition; maintaining or controlling the position of a vessel or unit in the port canals, channel or waterway, within or outside anchorage area, with or without use of tugboats; the necessity for the pilot to be on board the vessel or unit, while in the port, on the roadstead or while staying in another place for whatever reason; adjusting the length of the tow, replacing tugboats or rearranging the towing assembly, dredging related operations.
19. Explanations/other provisions:
a/ Work not mentioned in the present Tariff will be settled under a separate agreement
b/ Using a pilot boat not connected with pilotage services requires a separate charge.
c/ In case of pilotage services in ice conditions and / or requirement for receiving a pilot by tugboat or helicopter, the charge shall apply according to the Table of Charges (Pts 20 or 21 hereof) increased by the costs of the tugboat or helicopter service.
d/ The party ordering the pilotage service is obliged to pay the charge due for the ordered pilotage service. The performance of the ordered pilotage service may be conditioned by the payment of charges due in advance or by the payment of a specified advance payment. If the ordering party orders pilotage service in its own name and on its own account or on account of a third party (the principal), it is obliged to place the order by fax or email. At the request of a pilotage services provider, the party ordering the service on behalf of the principal is obliged at any time to indicate the complete data of this principal being necessary to account for the service rendered as well as to submit evidence of authorization to act on behalf of the principal. In case of non-performance or improper performance of the above-mentioned obligation, the ordering party shall be liable for the claims of the pilotage services provider in respect of the pilotage service rendered.
e/ The summer draught means load-line set in compliance with the International Convention for Load-lines, and for vessels and units for which load-lines have not been set, the summer draught shall be assumed as the deepest actual draught.
f/ Dimensions of tugs will not be taken into account while calculating pilotage services charge for towed units, except for pushed units when pushing tugs are rigidly connected into a combined unit treated as an independent power-driven vessel.
g/ If applying surcharges and / or discounts, they apply cumulatively, not sequentially.
h/ All charges mentioned above do not include VAT tax within the meaning of the Act on Tax on Goods and Services and Excise Tax 8th January 1993 (Journal of Laws No 11/93 item 50) with later amendments.
i/ In the event of the payment terms violation for services provided earlier as specified in the invoice issued in this respect, P.U.M. Gdańsk-Pilot shall have the right to suspend all discounts until the payment arrears along with the interest due are settled.
j/ P.U.M. „Gdańsk-Pilot” reserve the right to use bunker adjustment factor (BAF) in case bunker price increases. Additional surcharge to Table of Charges (Pts 20 or 21 hereof) applies to pilotage services rendered with the use of pilot boat.
Applicable BAF surcharge is determined according to most recent bunker delivery price to pilot boats.
The amount of the BAF is specified below:
- Bunker price in m3 of 750 EUR and above: 2% surcharge
- Bunker price in m3 of 850 EUR and above: 3% surcharge
- Bunker price in m3 of 950 EUR and above: 4% surcharge
k/ The charges listed in Pts 20 and 21 in this Tariff/the Table of Charges and the Table of Charges (for the Port of Elbląg and other ports of Zalew Wiślany) will be indexed at the end of each calendar year according to the Harmonised Indices of Consumer Prices for Poland as published by the European Statistical Office (Eurostat) for the preceding year, only if these indices are more than 100. Such a change of charges, resulting from the said indexation, shall not constitute a change to the terms of the Tariff. The charges indexed, as specified above, will become effective as of the 1st of April of each calendar year.

TARYFA
for pilot boat service related to personnel transfer associated with
the vessel operations within port of Gdańsk limits.
Tariff becomes effective as of 01 April 2026.
1. The request for pilot boat service is to be directed to the Pilot Station Dispatcher.
2. The service will be carried out provided it does not interfere with the current operations of the Pilot Station and depends on the current pilot boat engagement and hydrometeorological conditions.
3. The charge is determined in EUR and converted into the payment currency in accordance with the exchange rate table published by The Central Bank of the Republic of Poland (NBP), at the average exchange rate applicable on the day preceding the completion of the pilot boat service.
4. The charge for pilot boat service depends on the distance in nautical miles covered.
5. The fee is calculated as follows:
a) for covering the distance up to 4 nautical miles EUR 228
b) for covering the distance up to 6 nautical miles EUR 300
c) for covering the distance up to 8 nautical miles EUR 388
d) for covering the distance up to 10 nautical miles EUR 455
and for every additional 2 nautical miles commenced EUR 114
6. For waiting times over 30 minutes a fee of EUR 114 applies to each 30 minutes of additional period commenced.
7. . The fee for transporting barge crew between the barge and tug or vice versa is EUR 114.
